TSW, a leading multidisciplinary team, was retained by DeKalb County Planning & Sustainability to create a comprehensive development plan for the Kensington MARTA Station and the adjacent county-owned property. The plan aimed to address both land use and transportation issues to support development that will support a multi-modal environment and optimize utilization of the existing MARTA Station.

The planning process began with an extensive existing conditions analysis, which included a demographic and market analysis. To ensure all stakeholders, particularly low income, minority, and traditionally underserved populations, were involved in the process, a variety of tools and strategies were used, such as a stakeholder committee, an online visual preference survey, three public meetings and a workshop, and a project website that was updated throughout the process.

The recommendations developed from the plan include policies and projects that advance the main goals of the project. These goals include encouraging a diversity of medium to high-density, mixed-income neighborhoods, employment, shopping, and recreation choices, providing access to a range of travel modes, including transit, roadways, walking, and biking to enable access to all uses, and increasing the desirability of redevelopment of land served by existing infrastructure.

The Kensington MARTA Station and adjacent county-owned property are key areas for development and by addressing both land use and transportation issues in the plan, the TSW team aims to support a multi-modal environment and optimize utilization of the existing MARTA Station, encouraging a diversity of uses and promoting access to all. The plan also emphasizes the involvement of all stakeholders, particularly low-income, minority, and traditionally underserved populations, in the planning and implementation process, ensuring that the development serves the needs of the community as a whole.
